These felted starfish look great in a mobile or wall hanging. They go well with colorful felted fish.
Start by making a circle on double-pointed needles, then make each leg back and forth. Each fish requires two identical starfish, which are sewn together, leaving a small opening to stuff lightly after felting. Stuff with lightweight craft stuffing available in fabric stores.
Felting is not an exact science. Your final dimensions may vary slightly.

Yarn: Nature Spun sport-weight wool. One fish (2 identical sides) uses 16 yards of yarn for the body and 45 yards for the legs.
